Research Security Officers are being asked to instantiate an entire NSPM-33 program — cybersecurity, foreign travel, training, export controls — often without a corresponding team. Verification is the piece that makes the program more than paperwork, because it produces the evidence every certification needs.
Research security responsibility is spread differently at every institution — but increasingly, the Research Security Officer is the one coordinating the offices that must answer, together, whether certified disclosures hold up: sponsored programs, COI, export control, integrity, counsel.
