Training compliance, per person, per window.
Federal research-security training requirements now attach to every applicable federal application. The agencies converge on the same operational problem — proving, at submission time, that every covered person's training is current — while each defines its own implementation details. Training Compliance tracks status per person and surfaces gaps to the AOR before submission.
What it produces
- RST status per senior/key person, per application — inside or outside the 12-month window as of the submission date.
- An institution-wide compliance view — who is at risk of falling out of window in the next 30 / 60 / 90 days.
- An audit record of what training was accepted as qualifying, per person, per certification.
Per-agency implementations
- NIH (NOT-OD-26-017). For applications with due dates on or after May 25, 2026, senior/key personnel must have completed qualifying research security training within the previous 12 months, and the AOR certifies this on the application.
- NSF (IN-149). Requirement effective December 2, 2025, with certification of training within 12 months of proposal submission under NSF's implementation.
- DOE. Research security training required effective May 1, 2025 under DOE's own implementation.
How the window works
The compliance clock resets per person, per submission — not per institutional cohort or annual training day. An RSO or AOR who "cleared" training for a group on July 1 is not clear for submissions in September against a person who completed training the previous August. Training Compliance handles that arithmetic institutionally.
What it does not do
- It does not deliver the training itself — institutions choose their training source.
- It does not certify content adequacy — the institution certifies that its accepted training meets the four CHIPS-mandated topics.
- It does not enforce; it surfaces. Gaps are visible before the AOR signs, not after.
